New EU Customs Rules for Shipments to the European Union (Effective 1 July 2026)

 

We would like to inform you about an important change to European Union customs regulations that may affect your shipments.
 

What is changing?

From 1 July 2026, the European Union will remove the €150 customs duty exemption (de minimis threshold) for goods imported into the EU from non-EU countries.

This means that all commercial shipments entering the EU from outside the EU will require a customs declaration and customs clearance, even if the shipment value is €150 or less.

 

Temporary customs duty

As part of the transitional system (from 1 July 2026 until 1 July 2028), the EU will introduce a temporary flat customs duty of €3 for qualifying low-value consignments, replacing the previous duty-free treatment.

Please note that:

  • Import VAT rules remain in force.

  • Customs authorities may require additional information for clearance.

  • Customs duties, VAT and any carrier/brokerage fees may still apply depending on the destination country, shipment type and customs procedure used.
     

What does this mean for you?

If you ship goods from countries such as the United Kingdom, United States, China, Turkey or any other non-EU country to customers within the EU-27, you should expect:

  • Customs clearance for every shipment, regardless of value.

  • Possible additional customs charges.

  • Slightly longer customs processing times during the initial implementation period.

  • Greater importance of accurate customs documentation, including product descriptions, HS codes, country of origin and declared values.
     

What should you do?

To help avoid customs delays, we recommend that you:

  • Ensure product descriptions are accurate and complete.

  • Verify HS codes and country of origin for all products.

  • Declare the correct commercial value of every shipment.

  • Review your pricing strategy if you regularly ship low-value orders into the EU.
